A Guide To NTUC UTAP Funding

All of Hustle's courses are eligible for the NTUC Union Training Assistance Programme (UTAP).

Courses are not cheap, and as an upskiller you should aim to use every funding source available to you, including SkillsFuture and UTAP.

This guide covers what UTAP pays for, who qualifies, and how to claim it.

What Is NTUC's Union Training Assistance Programme (UTAP)?

UTAP is a training benefit for NTUC union members. It reimburses 50% of the unfunded course fee — that is, what you still pay out of pocket after government subsidies have been applied.

The reimbursement is capped at $250 per calendar year. Members aged 40 and above qualify for the enhanced cap of $500 per year.

From 1 May 2026 to 30 April 2028, UTAP also covers subscription fees for selected AI tools. That support shares the same annual cap as course fees, so a member who claims $250 on a course has nothing left for an AI subscription that year.

What is the eligibility criteria for UTAP?

All NTUC members paying full membership fees can apply. To qualify for a claim you must:

• Maintain paid-up union membership before the course begins, throughout its duration, and at the time of claiming.

• Take a course that is supported under UTAP, with training starting inside the supported period.

• Not have the course fully paid for by company sponsorship or other funding.

• Not be blacklisted for training grants by the Skills and Workforce Development Agency (SWDA, formed on 1 July 2026 from the merger of SkillsFuture Singapore and Workforce Singapore).

• Meet the minimum attendance for the course and pass any required assessment.

• Submit the claim within six months of completing the course.

Where do I find courses eligible for UTAP?

Search the course listing on the e2i UTAP page and filter by UTAP funding.

Only courses taken inside the supported period (between the effective and expiry dates shown on the listing) are eligible.

UTAP use is counted against the year the course started. If your course began last year, it draws on last year's cap.

How do I use my UTAP balance?

Register for the course with the training provider directly and complete the training.

Then submit the claim through your U Portal account, no later than six months after the course ends.

NTUC or e2i may ask for proof of payment (invoice or receipt) and proof of completion (certificate or result slip).

You cannot choose the reimbursement amount: it is fixed at 50% of the fee you paid out of pocket, up to your annual cap.

Once the claim is approved, reimbursement usually arrives within four to six weeks by GIRO or cheque.

How do I check my UTAP claim status?

Log in to U Portal, go to E-Services, and open your eStatement. It shows your remaining UTAP balance and past transactions.

How is UTAP different from SkillsFuture?

UTAP is only for NTUC union members; SkillsFuture Credit is for all Singapore Citizens aged 25 and above. The two stack: government subsidy first, then SkillsFuture Credit if you use it, and UTAP reimburses half of whatever you still paid yourself.

The UTAP cap refreshes every calendar year, so an unused balance is simply lost at year end.

Every course below is SkillsFuture-eligible and UTAP-claimable.

Use Midjourney, Canva and ChatGPT to produce professional graphics for marketing and content work — generated artwork, AI-assisted editing, and the judgement to know when the machine has got it wrong.

5) Digital Art with Procreate

Turn ideas into finished digital artwork in Procreate, the tool professional illustrators use daily. Built for any skill level, including people who have never drawn digitally before.

6) Presentation and Public Speaking

Structure a talk, hold a room and handle the questions afterwards. The one skill that makes every other skill on this list visible to the people who decide things.
